The Canadian Radio-Television and Telecommunications Commission (CRTC) establishes the Cable Production Fund, a funding initiative that focuses on facilitating the production and broadcast of high-quality Canadian television programs in under-represented categories during peak viewing periods.

The new structure creates an English-Language Drama Stream, a Broadcaster Performance Envelope Stream, and a stream to fund Special Initiatives. The Canadian Television Fund receives its funding from two primary sources: Canadian Heritage and broadcasting distribution undertakings (BDUs). In addition, the Canadian Television Fund receives revenue from recoupment on production investments made through its Equity Investment Program.

In June, 2005, the Minister of Canadian Heritage announced a major change in how television funding in Canada would be structured. The merging of BDU funds via CRTC regulation and the government’s contribution, formerly in part via Telefilm Canada, would now be complete. All federal television development and production funding would be consolidated under the Canadian Television Fund’s governance and oversight, but administration of funding applications would be contracted out to a special unit of Telefilm Canada.

To answer the industry’s increasing demand regarding the funding of digital media projects, the Canadian Television Fund launches a new Digital Media Pilot Program. The program sets aside $2M for the creation of websites, mobile applications, webisodes, and mobisodes.

The Canadian Television Fund and the Canada New Media Fund are combined, reformed and rebranded through a renewed partnership with the industry. As a result, Canadian Heritage announces the creation of the Canada Media Fund, with the goal of supporting the sustainable production of successful, convergent television and digital media content that is accessible to Canadians through multiple platforms.

The Department of Canadian Heritage published the results of the Canada Media Fund Program Evaluation. While the corporation was given direction and recommendations to implement in future years, the Program Evaluation Report was positive and noted that the Canada Media Fund was aligned with both the federal government’s priorities and the Canadian marketplace.
2017
CMF gives back content to Canadians and government increases funding to CMF.

In September of 2017, the government announced it would increase its commitments to the CMF, offsetting declining contributions from the private sector.
Encore+, the CMF’s YouTube channel for iconic Canadian films and television programs, was launched to critical acclaim on November 2017.
