Factor Weights and Genre Allocations for the 2016-2017 Performance Envelope Calculations

Toronto, December 15, 2015 - The Canada Media Fund (CMF) today announced the genre allocations, factors and their weights for the 2016-2017 Performance Envelope (PE) calculations, which remain the same as in 2015-2016. 

This announcement reflects decisions made by the CMF’s Board of Directors following the Fall 2015 industry consultation process which included focus groups across the country and working groups with representatives of industry organizations.

The CMF has narrowed the definition of Original First Run (OFR) to better reflect the original intent and purpose to appropriately reward original programming.

Genre Allocations in the Performance Envelope Program for 2016-2017 remain the same as the previous year.

Broadcasters with allocations over $5M and who are not educational broadcasters will continue to have 50% of the PE allocation to be used as a flex amount that can be applied to any eligible genre. Other broadcasters will be able to apply 100% of the PE allocation to any eligible genre. These percentages remain the same as the previous year.

The Performance Envelope Manual and Development Manual will be updated shortly to reflect these changes. The CMF’s Program budget and Guidelines for 2016-2017 will be announced before the end of March 2016. Broadcasters’ Performance Envelope allocations and Development Envelope allocations will be announced in early April 2016.
