Vancouver, August 11, 2026 – The Interlink Group, along with a consortium comprised of the Vancouver Asian Film Festival, the Racial Equity Screen Office, and Muslims in Media, and the Canada Media Fund, today announced the signing of an Expression of Interest to explore the creation of the Canada Global Media Tech Fund.

This marks the first step toward developing what is envisioned as a potential public-private investment fund for building globally competitive Canadian media and technology companies and accelerating the creation and commercialization of intellectual property capable of reaching audiences worldwide.

This fund would represent a new model for international collaboration in the media and technology sectors that would complement Canada’s screen-sector ecosystem, creating new pathways for investment, co-production, technology development, content creation, and international distribution across a range of sectors, including film, television, digital media, gaming, creator economy ventures, artificial intelligence, virtual production, and emerging content technologies.

The venture would also establish Canada as a strategic gateway between North America, the Gulf Cooperation Council, Asia-Pacific, and other high-growth markets.

Quotes

"Canada has developed a robust and evolving framework for content creation and production that blends regulatory support, industry innovation, and a growing creator economy, making it a notable model globally. This fund will transition Canada from a model to a partner, exporting the financial media architecture that empowers sovereign-level media investors to protect their cultural sovereignty while driving mutual economic growth through resilient, global co-production networks."

- Shezad Rokerya, Chairman, Interlink Group

"The future of media will be built through international collaboration. The Canada Global Media Tech Fund is an opportunity to connect creative talent, investment capital, technology innovation and market access across continents while positioning Canada as a trusted partner in the development of globally relevant intellectual property."

- Barbara Lee, Founder, Vancouver Asian Film Festival and Racial Equity Screen Office

"The Canada Global Media Tech Fund represents an opportunity to build a truly global value chain for media and technology - from development and production to commercialization and international distribution. By aligning public resources, private investment and strategic international partnerships, we can create a platform capable of generating economic and cultural returns across multiple markets."

- Ali Elashram, Founding Director, Muslims in Media

“We are excited to explore the creation of this potential new fund. Innovation is essential to strengthening the industry’s resilience and sustainability, alongside diversification through bold and imaginative funding models. This work is directly in line with key objectives in the CMF’s 2026-2029 Strategic Plan, namely to open pathways to global markets and expand opportunities for content driven by market demand.”

Key changes

Funding streams

As announced on March 18, we are implementing two Sector Development Support funding streams—Workforce Advancement and Organizational Advancement—to better meet the needs of the industry.

Each stream will have a single, selective intake period per fiscal year. Applicants may request up to $100,000 in either stream for single organizations, or up to $250,000 for two or more organizations working in collaboration in the Workforce Advancement stream. Following repeated feedback throughout the consultation, we are also removing contribution maximums tied to regionally scoped projects.

Additionally, a minimum of two-thirds of the Sector Development Support program budget is dedicated to organizations majority led by—and mandated to serve—Indigenous, Equity-Deserving, and/or Regional Communities. One-third of the program budget is earmarked for French-language projects.

Workforce Advancement

The Workforce Advancement stream is open to Canadian non-profit corporations, industry associations, and guilds with a primary mandate in the Canadian screen-based sector. Applicants can be single organizations or two or more non-profits working in collaboration. Project intake for this stream will open on May 29 and close on June 5, 2026.

Organizational Advancement

The Organizational Advancement stream will be open to Canadian non-profit corporations with a primary mandate in the Canadian screen-based sector. Applicants may be single organizations only and funding may be used over an 18-month period at the discretion of the successful applicant. Project intake for this stream will open on July 3 and close on July 10, 2026.

Webcasts

CMF Industry Development staff will host webcasts to provide more information about these changes and address industry inquiries on the following dates:

About the process

In June 2025, our Industry Development team (formerly known as Growth and Inclusion) announced its most extensive consultation process to date. The multi-phased engagement was designed to better understand the needs and opportunities of Canada’s dynamic screen industry and to help guide the next phase of the program. More than 200 individuals and organizations from coast to coast to coast shared insights on what’s working, where gaps remain, and how the Sector Development Support program can evolve to better support sector growth.

Through a national survey, as well as virtual and in-person working group sessions, several recurring themes emerged. What we heard was the need for:

Practical training in business affairs, legal matters, and strategic planning at all career stages.

Market access as a critical component for all creatives, with disparities in access and inclusion in regional areas.

Better access and support for Interactive Digital Media creators.

Organizational funding (beyond project-based grants) to ensure stability, competitiveness, and sustainability, particularly for small organizations led by and for Indigenous and Equity-Deserving communities.

Clearer pathways from program completion to employment.

Simplified CMF application process.

Thank you to communities across Canada for participating in the consultation and for their vital feedback and input into updating the CMF’s Sector Development Support program.

Launched the 2019–2020, the CMF’s Sector Development Support program is a cornerstone of our three year All In Equity, Diversity, Inclusion, and Accessibility strategy. Informed by community feedback and ongoing collaboration, the program offers funding to industry activities that demonstrate the potential to positively impact Canada’s audiovisual ecosystem and address industry gaps in distinct and identified areas. Sector Development Support funding is awarded on a selective basis and juried by a team of CMF staff and external advisors, including members of Indigenous, Equity-Deserving, and/or Regional communities.

Update: On April 8, 2026, the CMF's total program budget for fiscal year 2026-2027 was revised from $359M to $362.6M.

Toronto, April 1, 2026 — The Canada Media Fund (CMF) today presented our Program Budget for the fiscal year starting April 1. Totalling $362.6M, the budget furthers the modernization of our funding model while maintaining as much stability as possible for the industry.

Note: The full Industry budget and slate of programs will be announced Wednesday, April 8, and will also provide information about webcasts detailing changes to Sector Development Support programs.

“Amidst continued disruption, judicial and regulatory uncertainty, and following extensive consultation with the sector, the CMF has made a strategic decision to provide as much stability as possible for the industry,” said Valerie Creighton, President and CEO, CMF. “In 2026–2027, support for television content continues to represent the vast majority of CMF funding—about 84 per cent of the CMF’s Ideation and Creation Program Budget. Every program devoted to television funding has maintained its 2025–2026 allocation level.”

“In parallel, we are accelerating our modernization to better serve a rapidly evolving industry. The budget allocated to interactive digital media (IDM) will increase 36 per cent compared to last year. We’re adding a million dollars to the Digital Creators Pilot Program budget and opening it to podcasters. And we are excited to launch a new Business Development Program later this year that will focus on support for producers to grow their businesses and expand into new markets.”

“We thank the Government of Canada and Canada’s cable, satellite, and IPTV distributors for their continued partnership and support of Canada’s screen-based industry.”

Managing oversubscription and poor proration:

Measures will be introduced in different programs to help ensure that the funding amounts we provide are not a very small portion of what producers are seeking.

These measures include lower caps on the number of projects an applicant can submit, increased eligibility criteria to apply to certain programs, and a Market Commitment Ranking in case of significant oversubscription.

Emphasizing ownership and control

Aligning with numerous equity-deserving industry stakeholders, we will shift most of our policies that center on key personnel to focus on ownership and control of the project and production company, putting more resources and power in the hands of companies led by individuals from underrepresented communities.

Linear programs

Increased flexibility in the Documentary genre

International entities will be able to contribute up to 25 per cent of the minimum threshold to unlock CMF funds.

For Indigenous producers only, the definition of Documentary series will expand to include reality and lifestyle projects.

Language flexibility in the Program for Black and Racialized Communities

While preserving one-third of the program’s budget for French-language projects, the remaining two-thirds will be available for projects in any language other than French.

Interactive digital media (IDM) programs

Increased resources for IDM projects

The budget earmarked for IDM projects is seeing its biggest year-over-year growth since the CMF’s creation, increasing 36 per cent to $57M compared to 2025–2026.

New IDM Stream

We will introduce a Third-Party Investment Stream to the Commercial Projects Program. This is a first-come, first-served pilot initiative for projects that have a viable, locked financing plan with a minimum of 25 per cent of bona-fide third-party investment at the time of application.

Industry programs

Increased resources and eligibility for the Digital Creators Pilot Program (DCPP)

The DCPP’s budget is $1.4M, more than triple the 2025–2026 figure.

While the program will narrow its focus to business development activities, we are expanding eligibility beyond social media creators to also support eligible podcasters.

New Business Development Program

By late summer/fall 2026, we will launch a Business Development Program (BDP) to provide funding for eligible companies to grow their businesses, expand into new markets, develop new business models and revenue streams, and create new business partnerships.
The CMF’s Program Budget is supported by revenue estimates for the coming year based on ongoing funding contributions from the Government of Canada, and contributions from Canada’s cable, satellite, and IPTV distributors (collectively known as broadcasting distribution undertakings or BDUs). Tangible benefits, recoupment, and repayment revenues from funded productions also support the program budget.
