CMF welcomes CRTC decision on Canadian programming expenditures
Toronto, May 21, 2026 — The Canada Media Fund (CMF) welcomes the decision issued today by the Canadian Radio-television and Telecommunications Commission (CRTC) establishing a modernized Canadian programming expenditure (CPE) framework for all broadcasting entities operating in Canada.
“Establishing clear and equitable across-the-board CPE is a critical step toward a modernized broadcasting system that works for Canadian and Indigenous creators, audiences, and the industry as a whole,” said Valerie Creighton, President and CEO, CMF. “This decision sends a signal that every player in the ecosystem has a role to play in financially supporting and promoting the stories that reflect and connect us.”
As part of the decision, the CRTC eliminated a previous flexibility that allowed streaming services to redirect 75 per cent of their CMF contribution to Canadian content expenditures. Streaming services must now annually contribute two per cent of their broadcasting revenues to the CMF for the creation of Canadian content, in addition to other requirements.
The decision is the latest in the CRTC’s work to modernize Canada’s broadcasting framework around three key themes: high-quality Canadian content, a sustainable system, and clear and predictable rules.
