CMF Announces 2013-2014 program budget, guidelines and deadlines

TORONTO, March 18, 2013 - The Canada Media Fund (CMF) today announced Program Guidelines for the 2013-2014 fiscal year. It also announced the program budget for 2013-2014 set at $360.7 million.

“As announced last year, 2013-2014 will mark the second year of a two year approach for the guidelines. We’ve also furthered our goal to reward success by implementing a Digital Media Performance Measurement Framework and a mechanism for recording sales. Stakeholders provide an invaluable contribution to the advancement of our policies and programs and we would like to thank them for their input. The CMF will organize consultation meetings across the country to meet with stakeholders in person and continue the important process of sharing feedback. The program budget reflects revenue forecasts for the coming year based on contributions from the Government of Canada and Canada’s cable and satellite distributors, also known as broadcasting distribution undertakings (BDUs).  The 4 % variation from last year in the program budget reflects a conservative estimate of expected BDU contributions to the CMF for the year to come and includes an expected stable contribution from the Government of Canada, pending parliamentary approval of the federal budget.

The CMF’s operating costs, including industry partnerships and program administration, have been reduced by 6 % in keeping with the objective to commit the most funds possible to its programs.

CMF Programs
There have been technical updates to existing program guidelines  for 2013-2014. Complete Program Guidelinesapplication deadlines, and a summary of the technical updates are available on the CMF website  Application forms will be posted on the CMF website by the end of March, 2013.

Based on recommendations from the Office of the Commissioner of Official Languages made to Canadian Heritage, the CMF will allocate $3 million to a new Anglophone Minority program for English-language official-language minority communities in Quebec. English language projects from Québec will no longer have access to the English Production Incentive.

The CMF will also introduce two pilot programs to further support digital media projects during the course of 2013-2014. A budget of $360 K has been earmarked for a pilot program to establish funding partnerships with incubators or accelerators across Canada. A second pilot program will allocate $350 K to an incentive program designed to support international co-ventures in digital media.

Details and guidelines for the Anglophone Minority program and both pilot programs will be announced at a later date.

Performance Envelopes Program
On December 5, 2012, the CMF announced the Factor Weights used for 2013-2014 Performance Envelope Calculations. The CMF will be sending broadcaster agreements outlining the amounts allocated for the upcoming year to individual broadcasters by March 28th, 2013. Details about each broadcaster’s Performance Envelope will be posted on the CMF website in mid-April, 2013.
